The MILF Report

The MILF report on the Mamasapano encounter

actually did not vary much from the BOI report.

By the scheme of those who did the report,

the blame for the encounter and the lives lost

is on the Philippine National Police

which initiated the conflict.

The MILF report, however, is yet to explain to the

Philippine Government why the MILF

started shooting at the SAF who were clearly identified

as the police doing police action.

Explanation should also be provided as to the

reason why Marwan and Usman

have comfortably settled in Mamasapano,

therein described as Revolutionary Territory.

This is actual proof that the region which comprises

the purported autonomous region will just become

a haven for terrorists,

a haven which the Philippine Government

will subsidize from its own tax revenues

coming from the rest of the country.

Hah! The MILF should stay as revolutionaries

and raise their own crop.

Note that the Philippine Government has yet to realize

one sizable tax collection from the said

rebel territory.

The Natives are Restless…

 

 

in Southern Mindanao. Word is that the General staff is in a huff over their hands being tied by the cease fire  agreement while the peace negotiations are ongoing with the milf. No retaliatory measures are allowed because this would incur a suspension of the cease fire.(and the peace talks even!)

If you ask me, these unwarranted ambush slayings of the AFP patrols by the milf (sometimes 200 in number), are intended to disrupt the existing ceasefire. This would in turn halt the peace negotiations going on.

There are lawless elements in the milf that do not want a peace agreement between the Philippine government and the milf. Hence the attacks on the soldiers.

But the government may be able to retaliate if it uses non-government and independent armed people to  pursue the bandits. The government could hire mercenaries to do the job. Or perhaps bounty bunters.

I really must say that the Armed Forces of the Philippines should cease their mania to return to the barracks for dinner. A lot of things could be accomplished if there are patrols that spend a night or two in the jungle sneaking up on these bandits.

And then again, these night commandos or special forces should be chosen from those who are not afraid of the dark!

MILF rejects GRP proposal

 

As I said before, the Milf central Commitee would reject the GRP proposal. I am beginning to think that the Milf Central Committee, headed by Murad shown here, wants more control of the Mindanao natural resources. Wuuups! This should amount to the same thing as having the sovereignty over the lands in question, right?

 

The Bangsamoro State

 

The Milf’s proposal of giving up their cause of achieving sovereignty over some particular Morolands in exchange for the grant of a Bangsamoro State over the disputed regions received a counter-proposal from the Aquino Administration.

The Aquino administration naturally refused outright the formation of a Bangsamoro State which would be defined as a substate since the Philippines would still have overeignty over the Bangsamoro State.

A Bangsamoro substate would create more serious complications  further down the road, as no state would have a higher sovereginty state over it, hence a substate will be  a misinterpreted term.

Both the Milf and the Aquino administration are willing to negotiate a conclusion to the problem.

The crux of the problem is still the sovereignty over the lands in question. Perhaps a revision of the word “state”  would  provide the solution.

A Bangsamoro Territory perhaps? 

 

Peace in Our Time?

 

The photo shows President Aquino in a erstwhile secret meeting between himself and the MILF group from Mindanao, the southern portion of the Philippines which is eternally in a huff about sovereignty over the islands. The meeting was held in an impromptu fashion in Japan supposedly because of security precautions. The President was seen beaming with confidence as such is his posture whenever he succeeds in something politically spectacular for the Philippines.

It is reported that the MILF has acceded sovereignty rights to the Philippine Government in exchange for the formation of their own Bangsamoro State within the Philippine state.

It seems there will be Peace In our Time. But where have we heard this phrase before? It preceded a World War, if I might recall.

A meeting between Neville Chamberlain and Hitler gave Nazi Germany the right to annex some particular territories, after which Chamberlain came back beaming to announce this “peace in our time”. What followed afterwards are for the pages of history to unfold.

The Filipino people, up to now, have to be told what terms were made to formulate the agreement.

It was also reported that it was no less than a diplomat of the Philippine Department of Foreign affairs who said that President Aquino committed treason when he secretly met with the MILF leaders. I wouldn’t worry about the treason part. The President was only exploiting the opportunities for peace in an area that promises to be the breadbasket of the Philippines.

What I do worry about is that the Philippine Government should refrain from appointing diplomats to positions which require merit thru performance on the job and not merit thru recommendations by Congress people. This policy of appointment thru merit based on  performance, when applied, should eliminate the occasions of embarrassment to the Philippine Foreign Service and the country as a whole.

After all, appointments thru “palakasan” ordinarily spawns corruption. In fact, this type of appointment IS,  in itself,  an act of  corruption.

 

It’s a debacle!

It’s a debacle, that’s what it is, and not a resounding victory.  23 soldiers dead as against 20 Abu Sayyaf killed is hardly a count to be proud of.

No less than Senator Biazon has said that the AFP resources were not utilized fully, what with no support given the soldiers in their assault of the Abu Sayyaf training camp. Intelligence was not up to par, what with the AFP Command taken by surprise by the Milf getting into the fray against the soldiers. I agree with Senator Biazon in his analysis of the operation and, if I might add, the AFP Command did neglected to protect their flanks. From such heavy casualties, I surmise that the attacking soldiers were hit from the flanks by the milf.

Another thing that could have been done is to take the high ground first, or up the trees for observation of the combat area. Likewise, sniper emplacements should be secured on the night before the start of the assault. They have night vision goggles. This is SOP.

What could have prevented this strategy from being developed is that the soldiers, and the AFP as a whole, is saddled by the 5 o’clock syndrome. The men in the field have to be back to camp for mess call at 5 o’clock. Worse, the officers are not able to mount dawn attacks, or attacks at 5 A.M. The 5 o’clock syndrome—-mabilis pa sa alas singko.

As a side comment, the AFP should know by now that the Abu Sayyaf and the milf are “related”, that is, the milf receive funds from the Abu Sayyaf, which in turn gets their funds from kidnapping and sale of drugs. Members of the milf may go with the Abu Sayyaf in some operations and vice versa. It would be best for the AFP to consider the armed milf and the Abu Sayyaf as one.

There should not be any talks with the milf before all the heavy weapons of the milf are surrendered.

Military action halted

The military action against the rebels in Mindanao is halted. This situation is believed to be conducive to resumption of talks betweenm the milf and the Philippine government.

The suspension of hostilities is only applicable to the milf rebels, not the Abu Sayyaf terrorists.

How does one distinguish between them, anyway?

Well, if we must, we must!

 

Come to think of it, if that area were developed economically, there would have been no need to negotiate with the milf, nor with anybody, for that matter.
